The Former President's Woke Warning Misses Europe's Real Threat: Technological Decline.

Donald Trump's national security strategy offers a flawed assessment of the European Union. The document asserts that open-border policies and what it terms "progressive" policies represent an existential threat to the continent's identity. However, this argument is based on a fundamental misreading of the situation. The true danger confronting Europe is not societal but technological and economic lag.

The Stark Growth Gap Between the US and Europe

Statistics reveal a stark contrast. From 2008 and 2023, American economic output surged by 87%, compared to a paltry thirteen and a half percent increase for the EU. Over this period, European income per person dropped from over three-quarters to just half of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than several leading EU nations like Italy and France.

Currently, roughly half of the global 50 largest tech companies are US-based, while a mere four are European.

The Innovation Shortfall: The Core Question

This widening economic gap stems from superior efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The scene of global tech dominance is overwhelmingly American. In the last five decades, 241 US firms have scaled into enterprises valued at over ten billion dollars, compared with just 14 in Europe.

This disparity prompts a pressing issue: As the competition for future industries like AI, semiconductors, and fusion energy, where does Europe stand? Experts widely concede it is largely a two-horse race involving the United States and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of major factors explain this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic network for funding startups. The EU still lacks a true unified investment market, a factor that limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A US startup can introduce a service under one regulatory framework to access a market of hundreds of millions. The EU, despite a bigger population, is divided among 27 separate systems, creating huge market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has eroded its ability in pioneering research.

The Road Ahead: Reasons for Cautious Optimism

Despite these hurdles, one can find causes for optimism. Policymakers are increasingly aware of the existential challenge and have begun to propose serious reform. Key reports on EU competitiveness and the single market highlight the necessity of major changes.

With the right incentives and regulatory reforms, these assets might enable far greater degrees of commercial innovation.

The continent still possesses considerable strengths: high-quality workforce, top-tier education systems, and premier labs. Alongside a large internal market and high savings rates, these elements could trigger a surge of venture creation.

Crucially, even if the EU does not take the lead in developing cutting-edge technologies, it can still dramatically boost productivity by adopting and adapting advancements from elsewhere.

An Inflection Point

The European Union now stands at a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, Europe's technological decline has been gradual. However, without bold steps to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in world influence.
